Strategic Planning


The mission of AST Strategic Planning Coordinators (SPC) is to further the “enterprise” view of state information technology investments. The idea of the State as the enterprise may be a paradigm shift for some state agencies where the current “enterprise” view is limited to the agency.  The role of the SPC is to promote successful information technology projects that align with statewide and agency strategic goals; foster greater collaboration and sharing of IT data, program and service assets across a line of business agencies; leverage opportunities for standardization and consolidation; coordinate the development of hybrid, cross-agency teams; promote solutions that realize cost efficiencies and operational effectiveness; and employ strategies to ensure that thorough planning is performed for solid, robust, and reliable project performance.


The Strategic Planning Coordinators' responsibilities include but are not limited to:

Organizational Logistics

To facilitate the collaboration among related business functions, there are six SPCs and each is aligned with a group of agencies with similar missions and/or constituencies.  The SPC role is to serve as a facilitator in identifying the needs that span agencies as well as the data and technology efficiencies that can be applied at the enterprise level. This concept is a unique opportunity for state agencies in Florida’s IT enterprise to work collaboratively and leverage shared IT needs to advance the collective mission of their agencies. SPCs' specific agency responsibilities are divided among the following six major program areas:

LBR Reviews:

Each year agencies submit Legislative Budget Requests (LBR), and those containing IT components are forwarded for review by AST. The Strategic Planning Coordinators will complete reviews of all IT related LBRs including D-3As and associated Schedule IV-Bs. The assessment of each LBR will be given to the Governor’s Office of Policy and Budget to develop their Governor’s budget recommendations.
